NOTICE OF SPECIAL ELECTION
TOWN OF MEADVILLE, MISSISSIPPI
NOTICE IS HEREBY GIVEN that the Mayor and Board of Aldermen of the Town 
of Meadville, Mississippi, have adopted a Resolution declaring their 
intention to levy a Three Percent (3%) tax upon the gross proceeds from 
room rentals of hotels, motels and bed and breakfasts located within the 
corporate limits of the Town of Meadville, Mississippi, excluding room 
rentals for periods of thirty (30) consecutive days or more, and have 
called a special election upon the question of whether such tax shall be 
imposed. "Hotel," "motel," or "bed and breakfast" means any 
establishment engaged in the business of furnishing or providing rooms 
intended or designed for dwelling, lodging, or sleeping purposes to 
transient guests, where the establishment consists of six (6) or more 
guest rooms.
The Mayor and Board of Aldermen recognize that Meadville and Franklin 
County offer unique recreational opportunities, community events, and 
attractions that contribute to the local economy and community spirit. 
Revenue generated by the proposed tax would be used to promote tourism 
and support parks and recreational opportunities that benefit residents 
and visitors alike, strengthen local businesses, encourage continued 
investment in the community, and enhance the quality of life enjoyed by 
the citizens of the Town of Meadville.
The special election shall be held on Tuesday, August 25, 2026, at the 
regular polling place within the Town of Meadville, Mississippi, being 
Meadville Town Hall, during the hours prescribed by law, being 7:00 A.M. 
until 7:00 P.M.
At such election, the following question shall be submitted to the 
qualified electors of the Town of Meadville:
SPECIAL ELECTION FOR OR AGAINST A LODGING TAX
FOR PURPOSES OF TOURISM AND RECREATION
Shall the Town of Meadville, Mississippi, levy a Three Percent (3%) tax 
upon the gross proceeds from room rentals of hotels, motels and bed and 
breakfasts located within the Town of Meadville, Mississippi, excluding 
room rentals for periods of third (30) consecutive days or more, with 
the proceeds of such tax to be used to promote tourism and parks and 
recreation within the Town?

If sixty percent (60%) or more of the qualified electors voting in the 
election vote in favor of the levy of the tax, the tax shall become 
effective on January 1, 2027.
This Notice of Special Election is published pursuant to Section 3 of 
the Senate Bill No. 2262, 2026 Regular Session, Laws of the State of 
Mississippi.

Emergency Disaster Debris Removal Services

RFP No. 2026-001
The Franklin County Board of Supervisors is requesting sealed proposals 
from qualified contractors to provide Emergency Disaster Debris Removal 
Services in response to the tornado that impacted Franklin County on May 
6, 2026. (Federal Disaster Declaration FEMA-4922-DR-MS)
Scope of Services
The successful contractor(s) shall furnish all labor, supervision, 
equipment, materials, transportation, and incidentals necessary to 
perform emergency debris removal services, including, but not limited 
to:
• Removal of vegetative debris. 
• Removal of construction and demolition debris. 
• Removal of eligible white goods. 
• Removal of eligible hazardous limbs and hanging limbs. 
• Stump removal (when authorized). 
• Loading, hauling, reduction, and disposal of eligible debris. 
• Establishment and operation of Temporary Debris Storage and 
Reduction (TDSR) sites. 
• Final disposal in accordance with all federal, state, and local 
regulations. 
• Documentation necessary to support FEMA reimbursement. 
Services shall be performed in accordance with:
• FEMA Public Assistance Program and Policy Guide (PAPPG) 
• Federal Highway Administration (when applicable) 
• Mississippi Emergency Management Agency (MEMA) requirements 
• All applicable federal, state, and local laws 
Contractor Qualifications
Interested firms shall demonstrate:
• Experience performing post-disaster debris removal. 
• Experience with FEMA/MEMA funded projects. 
• Adequate personnel and equipment resources. 
• Financial capability. 
• References from similar projects. 
• Appropriate insurance coverage. 
• Required licenses and registrations.

The Franklin County Board of Supervisors is soliciting sealed proposals 
from qualified firms to provide Emergency Disaster Debris Monitoring 
Services related to the tornado that impacted Franklin County on May 6, 
2026. (Federal disaster declaration FEMA-4922-DR-MS)
The purpose of this solicitation is to establish a contract for disaster 
debris monitoring services for this declared emergency.
Scope of Services
The successful proposer shall furnish all personnel, supervision, 
equipment, technology, transportation, and materials necessary to 
perform debris monitoring services, including, but not limited to:
• Monitoring curbside debris removal operations. 
• Monitoring right-of-way debris clearance operations. 
• Monitoring debris loading and hauling activities. 
• Establishing and staffing Temporary Debris Storage and Reduction 
(TDSR) Sites. 
• Monitoring debris reduction and disposal operations. 
• Preparing and managing load tickets. 
• Certifying truck capacities and maintaining truck certification 
records. 
• Verifying contractor performance and compliance with contract 
requirements. 
• Documenting eligible and ineligible debris in accordance with FEMA 
Public Assistance requirements. 
• Utilizing GPS, GIS, mobile data collection, and electronic 
documentation systems as applicable. 
• Providing daily reports, progress reports, and project 
documentation. 
• Assisting the County with FEMA reimbursement documentation and 
project closeout. 
Services shall be performed in accordance with applicable federal, 
state, and local laws and guidance, including the FEMA Public Assistance 
Program and Policy Guide (PAPPG), 2 CFR Part 200, and all other 
applicable procurement and grant requirements.
Minimum Qualifications
Interested firms should demonstrate:
• Experience providing disaster debris monitoring services for local 
governments. 
• Experience with FEMA Public Assistance-funded projects. 
• Availability of qualified field monitors, tower monitors, project 
managers, and data management personnel. 
• Experience with electronic load ticket systems, GIS, GPS, and FEMA 
documentation. 
• Financial capability to perform the required services. 
• Appropriate business licenses and insurance coverage.
