Kacie Deanne Woods, husband and wife, executed and delivered a certain 
Deed of Trust unto First American Title, Trustee for Mortgage Electronic 
Registration Systems, Inc. as nominee for Neighbors Bank, Beneficiary, 
to secure an indebtedness therein described, which Deed of Trust is 
recorded in the office of the Chancery Clerk of Franklin County,

WHEREAS, on the 18th day of February, 2025, Mortgage Electronic 
Registration Systems, Inc. ("MERS"), as beneficiary, as nominee for 
Neighbors Bank, assigned said Deed of Trust unto PennyMac Loan Services, 
LLC, by instrument recorded in the office of the aforesaid Chancery

WHEREAS, on the 3rd day of April, 2025 the Holder of said Deed of Trust

WHEREAS, default having been made in the payments of the indebtedness

the Adams-Franklin County line and proceed easterly with said centerline 
for a distance of 591.5 feet; thence South 13 degrees West 85.0 feet to 
the south right-of-way line of U. S. Highway 84; thence North 86 degrees 
27' East along said right of way line for a distance of 107.0 feet, more 
or less; thence continue along said right of way line easterly for 100 
feet; thence South 13 degrees West to the north right of way line of the 
Mississippi Central Railroad; thence with said right-of-way line North 
78 degrees 30' West to a net wire fence which is the westerly line of 
land sold by Richard G. King and Marion King to Mrs. Marie Varner on the 
23rd day of May, 1966; thence North 13 degrees East 204 feet along 
netwire fence to the south right of way line of the U.S. Highway 84.
 
Being part of the property conveyed to the grantor herein by Richard G. 
King and Marion King by deed dated May 23, 1966, recorded in Deed Book 
D-6, Page 548-550 of the records in the Office of the Chancery Clerk of 
Franklin County, Mississippi.
 
Being the same land conveyed by Marie Varner to Sammy Wood and Mrs. 
Peggy Wood by deed dated the 3rd day of February, 1969, and of record in 
the Office of the Chancery Clerk of Franklin County, Mississippi in Land 
Deed Book K-6 at Page 433-434.
 
Being all and the same land conveyed by Sammy Wood and Peggy Wood to 
Kenneth R. Johnson and Rhonda G. Johnson, by deed dated October 21, 
2003, recorded November 10, 2003 in Land Deed Book C-11 at page 530 in 
the office of the Chancery Clerk of Franklin County, Mississippi.
 
Being all and the same land conveyed by Kenneth R. Johnson and Rhonda G. 
Johnson to Casey G. Lott and Lindsey J. Lott by Warranty Deed dated and 
recorded November 21, 2008. in Deed Book A-12, at page 69, of the 
records in the office of the Chancery Clerk of Franklin County, 
Mississippi.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND 
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural 
requirements for activities to be undertaken by Southwest Mississippi 
Planning and Development District (SWMPDD).
REQUEST FOR RELEASE OF FUNDS
On or about August 22, 2025 the SWMPDD will submit a request to the U.S. 
Department of Housing and Urban Development (HUD) for the release of 
2024 Community Project Special Appropriations funds under Title I of the 
Housing and Community Development Act of 1974, as authorized by the 
Consolidated Appropriations Act, 2024, to undertake a project known as 
Community Project Funding for the purpose of supporting economic 
development and community improvements, project cost of $500,000 within 
Town of Woodville, Wilkinson County, Town of Bude, Town of Gloster, and 
the Town of Centreville.
FINDING OF NO SIGNIFICANT IMPACT
The SWMPDD has determined that the project will have no significant 
impact on the human environment. Therefore, an Environmental Impact 
Statement under the National Environmental Policy Act of 1969 (NEPA) is 
not required. Additional project information is contained in the 
Environmental Review Record (ERR) on file at SWMPDD, 100 S. Wall St., 
Natchez, MS and may be examined or copied weekdays _9_A.M to _4_P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR 
to SWMPDD. All comments received by August 22, 2025 will be considered 
by SWMPDD prior to authorizing submission of a request for release of 
funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The SWMPDD certifies to HUD that Wirt Peterson in his capacity as 
Executive Director consents to accept the jurisdiction of the Federal 
Courts if an action is brought to enforce responsibilities in relation 
to the environmental review process and that these responsibilities have 
been satisfied. HUD's approval of the certification satisfies its 
responsibilities under NEPA and related laws and authorities and allows 
the SWMPDD to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the SWMPDD 
certification for a period of fifteen days following the anticipated 
submission date or its actual receipt of the request (whichever is 
later) only if they are on one of the following bases: (a) the 
certification was not executed by the Certifying Officer of the SWMPDD; 
(b) the RE has omitted a step or failed to make a decision or finding 
required by HUD regulations at 24 CFR part 58; (c) the grant recipient 
or other participants in the development process have committed funds, 
incurred costs or undertaken activities not authorized by 24 CFR Part 58 
before approval of a release of funds by HUD; or (d) another Federal 
agency acting pursuant to 40 CFR Part 1504 has submitted a written 
finding that the project is unsatisfactory from the standpoint of 
environmental quality. Objections must be prepared and submitted in 
accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and 
shall be addressed to HUD: Dana Jones
U. S. Dept of HUD, 100 W. Capitol Street, Room 910, Jackson, MS 
39269-1096.
Potential objectors should contact HUD to verify the actual last day of 
the objection period.
