SUBSTITUTE TRUSTEE'S NOTICE OF FORECLOSURE SALE
WHEREAS, on April 20, 1989, Pearle L. Cameron executed a certain Deed of 
Trust to Larry C. Smith, County Supervisor, Trustee for the use and 
benefit of United States of America, acting through the Farmers Home 
Administration, United States Department of Agriculture which Deed of 
Trust is of record in the office of the Chancery Clerk of Franklin 
County, Mississippi, on April 20, 1989, in Book 181, Page 239-244.
WHEREAS, United States of America, acting through the Farmers Home 
Administration, United States Department of Agriculture, the current 
holder and/or assignee, substituted Halliday, Watkins & Mann, P.C. as 
Trustee by instrument recorded in the Chancery Clerk s Office on June 
20, 2024 in Book 2024, in Page 3596-3598, as Document Number 76767; and
WHEREAS, Default having been made in the terms and conditions of said 
deed of trust and the entire debt secured thereby having been declared 
to be due and payable in accordance with the terms of said deed of 
trust, United States of America, acting through the Farmers Home 
Administration, United States Department of Agriculture, the legal 
holder of said indebtedness, having requested the undersigned Substitute 
Trustee in said deed of trust, will on June 26, 2025 offer for sale at 
public outcry and sell within legal hours (being between the hours of

WHEREAS, on January 23, 2025, an Order Determining Heirship, Quieting 
and Confirming Title, and Ordering Partition by Sale, was entered in 
Chancery Cause No. 19CH:1:24-cv-0118-WS of the Chancery Court of 
Franklin County, Mississippi, styled "Betty Polk, et al. vs. Georgia 
Sims Washington, or if Deceased, her Unknown Heirs, et al.", reference

NOTICE IS FURTHER GIVEN that the Chancery Court of Franklin County, 
Mississippi, will conduct a hearing on confirmation of such sale, 
disposition of proceeds and related matters on July 1, 2025, at the 
Franklin County Courthouse in Meadville, Mississippi, at 10:30 A.M., or 
as soon thereafter as Counsel may be heard.

Deed of Trust to W. Stewart Robison, Trustee for the use and benefit of

Notice to Bidders: Notice is hereby given that sealed bids will be 
received for the project named below by the Franklin County School 
District.
Project Identification: 25003 Franklin County Wide Parking Lots 
Resurfacing
Project Location: Franklin County High School and Middle School, 340 
Edison Street, Meadville, MS 39653.
Owner: Franklin County School District, 41 First Street, Meadville, MS 
39653.
Owner's Representative: Chris Kent, Superintendent.
Architect: Dale | Bailey Architects, An Association, One Jackson Place, 
Suite 250, 188 East Capitol Street, Jackson, MS 39201.
Project Description:
Project consists of one (1) school site located in the Franklin County 
School District. The work includes upgrading existing parking lots and 
driveways at Franklin County High School and Middle School campus. This 
scope of work is funded by the School District. 
BID SUBMITTAL AND OPENING
Owner will receive sealed lump sum bids until the bid time and date at 
the location given below. Bid proposals must be delivered in a sealed 
envelope marked plainly on the outside of the envelope with the 
following: "Franklin County School District Wide Parking Lots 
Resurfacing; Project number 25003 to be opened July 15, 2025" Envelope 
shall be addressed to Chris Kent, Superintendent of Education, Franklin 
County School District, 41 First Street, Meadville, MS 39653.
In addition, the envelope shall list the bidders Company name, Company 
address and all applicable state and local license and registration 
numbers of the bidder. Envelopes not so marked are submitted at the risk 
of the bidder as the Owner and Architect assume no responsibility for 
the premature opening of any bid envelope by any employee of the Owner 
or Architect. Owner will consider bids prepared in compliance with the 
Instructions to Bidders issued by Owner, and delivered as follows:
 In addition, Electronic bids may be submitted through the website 
www.dalebaileyplans.com. Electronic bids are not required by the FCSD 
but offered as another means to submit a bid. Single stipulated sum bids 
will be received for all work required by the contract documents in 
accordance with the Instructions to Bidders.
Bid Date: Thursday, July 17, 2025
Bid Time: 2:00 p.m., local time.
Location: Franklin County School District, 41 First Street, Meadville, 
MS 39653.
Proposals shall be submitted in duplicate only upon the blank proposal 
forms provided with the specifications and must be accompanied by 
Proposal Security in the form of a Certified Check or acceptable Bid 
Bond in the amount equal to at least five percent (5%) of the Base Bid: 
such security to be forfeited as liquidated damages, not penalty, by any 
bidder who fails to carry out the terms of the proposal, execute a 
contract and post-Performance and Payment Bonds in the form and amount 
within the time specified. The Bid Bond, if used, shall be payable to 
the Owner.
Bids will be thereafter publicly opened and read aloud.
BID SECURITY
Bid security shall be submitted with each bid in the amount of 5 percent 
of the bid amount. No bids may be withdrawn for a period of 90 days 
after opening of bids. Owner reserves the right to reject any and all 
bids and to waive informalities and irregularities.
The owner reserves the right to postpone action and final decision for a 
period of up to ninety (90) days.

Prebid Meeting: A Prebid meeting for all bidders will be held at 
Franklin County School District, 41 First Street, Meadville, MS 39653 on

Bidders' Questions: Architect will provide responses at Prebid 
conference to bidders' questions received up to two business days prior 
to conference.

Bond, and Insurance in a form acceptable to Owner will be required of 
the successful Bidder.
