COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
IMPLEMENTATION HEARING
The Town of Bude was recently the recipient of a grant from the 
Mississippi Development Authority, Community Services Division, through 
funding made available by the Community Development Block Grant (CDBG) 
Program. A public meeting will be held at 10:00 a.m. June 2, 2025 at 
the Town Hall in Bude, Mississippi. The purpose of this hearing is to 
provide citizens with information regarding progress of the activities 
undertaken through the CDBG Program and to receive citizen input 
concerning that progress. All comments are welcome and must be submitted 
in writing. The location for this hearing is accessible to persons with 
disabilities. If a translator is needed for non-English speaking 
persons, please contact Allen Laird at 601-446-6044 at least three (3) 
days prior to the meeting in an effort to accommodate this request. The

Sunshine Apartments
 
Sunshine Apartments at Roxie, LLC is considering applying to Mississippi 
Home Corporation for funding through the HOME-ARP program. Sunshine 
Apartments is an existing housing community located in Roxie, MS.  The 
State of Mississippi has allocated HOME ARP funds that will be made 
available on a first-come, first-served basis.
 
The activities for which these funds may be used are in the areas of 
affordable housing for very low-income households. More specific details 
regarding eligible activities, program requirements, and the rating 
system will be provided at a public hearing which will be held at 124 
West Street SW, Roxie, MS 39661 on May 30th at 10:00 AM.
 
The purpose of this hearing will be to obtain citizen input into the 
development of the application. The location for this hearing is an 
accessible facility. All comments are welcome and must be submitted in 
writing. If a translator is needed for non-English speaking persons, 
please contact Ms. Alice Bishop at 601.684.9503 at least 5 days prior to

These notices shall satisfy two separate but related procedural 
requirements for activities to be undertaken by the Scenic Rivers 
Development Alliance
REQUEST FOR RELEASE OF FUNDS
On or about June 2, 2025, the Scenic Rivers Development Alliance will 
submit a request to the HUD for the release of Economic Development 
Initiatives funds under Title I of the Housing and Community Development 
Act of 1974, as authorized by the Consolidated Appropriations Act, 2023, 
to undertake a project known as Scenic Rivers Community Development 
Project for the purpose of constructing an access road and resort 
development on a 144-acre site on the north shore of Okhissa Lake in 
Meadville, Franklin County, Mississippi. The access road component of 
the project is funded by a $2 million HUD grant, while other resort 
developments will be funded through non-HUD funding sources.
FINDING OF NO SIGNIFICANT IMPACT
The Scenic Rivers Development Alliance has determined that the project 
will have no significant impact on the human environment. Therefore, an 
Environmental Impact Statement under the National Environmental Policy 
Act of 1969 (NEPA) is not required. Additional project information is 
contained in the Environmental Review Record (ERR) on file at Scenic 
Rivers Development Alliance 701 S Magnolia, Street, McComb, MS 39648 and 
may be examined or copied weekdays 9 A.M to 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR 
to the Scenic Rivers Development Alliance. All comments received by 
June 2, 2025, will be considered by the Scenic Rivers Development 
Alliance prior to authorizing submission of a request for release of 
funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Scenic Rivers Development Alliance certifies to HUD that Joseph 
Parker in his capacity as Executive Director consents to accept the 
jurisdiction of the Federal Courts if an action is brought to enforce 
responsibilities in relation to the environmental review process and 
that these responsibilities have been satisfied. HUD's approval of 
the certification satisfies its responsibilities under NEPA and related 
laws and authorities and allows the Scenic Rivers Development Alliance 
to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the Scenic Rivers 
Development Alliance's certification for a period of fifteen days 
following the anticipated submission date or its actual receipt of the 
request (whichever is later) only if they are on one of the following 
bases: (a) the certification was not executed by the Certifying Officer 
of the Scenic Rivers Development Alliance; (b) the Scenic Rivers 
Development Alliance has omitted a step or failed to make a decision or 
finding required by HUD regulations at 24 CFR part 58; (c) the grant 
recipient or other participants in the development process have 
committed funds, incurred costs or undertaken activities not authorized 
by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) 
another Federal agency acting pursuant to 40 CFR Part 1504 has submitted 
a written finding that the project is unsatisfactory from the standpoint 
of environmental quality. Objections must be prepared and submitted in 
accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and 
shall be addressed to U. S. Department of HUD at Jackson Field Office, 
Attn. Dana Jones, 100 W. Capitol Street, Room 910, Jackson, MS 
39269-1096. Potential objectors should contact HUD to verify the actual 
last day of the objection period.
