TOWN OF BUDE
SANITARY SEWER SYSTEM IMPROVEMENTS
CDBG PROJECT NO. 1200-23-133-PF-01
FRANKLIN COUNTY, MS
Sealed bids for Sanitary Sewer System Improvements, CDBG Project No. 
1200-23-133-PF-01 for the Town of Bude in Franklin County, Mississippi, 
will be received by the Honorable Linda Green, Mayor of the Town of 
Bude, Mississippi, until 10:00 AM local time on April 1, 2025, at the 
Town Hall located at 125 W Railroad Avenue, Bude, MS 39630, and shortly 
thereafter will be opened and publicly read. Bidders who wish to submit 
bids electronically in lieu of a sealed bid may submit their bid through 
www.dunganeng.com.
The work involved in the project includes new pump station construction 
and existing pump station rehabilitation as described in the 
construction drawings and specifications. 
Copies of the Contract Documents are being made available via paper and 
digital copy. Plan Holders are required to log-in or register for an 
account to view or order bid documents at www.dunganengbids.com
Documents are nonrefundable and must be purchased through the website to 
be on the official plan holders list. For questions regarding website

This construction project is financed by the Mississippi Development 
Authority, Community Incentives Division, by a Community Development 
Block Grant through the Small Government Public Facilities Category, 
1200-23-133-PF-01 and is subject to the rules and regulations of the 
Housing and Community Development Act of 1974 and all amendments 
thereof. Neither the United States nor any departments, agencies, or 
employees is, or will be, a part of this Invitation for Proposals or any 
resulting contract.
The successful bidder must comply with Section 3 of the HUD Act of 1968 
and its associated regulations (24 C.F.R., Part 75). CDBG regulations 
governing the grant require that, to the greatest extent feasible 
opportunities for contracting, subcontracting, training and employment 
arising in connection with this CDBG project will be extended to Section 
3 businesses, Targeted Section 3 Workers and Section 3 Workers. 
Minority and Woman Owned Business Enterprises are solicited to bid on 
this contract as prime contractors and are encouraged to make inquiries 
regarding potential subcontracting opportunities, equipment, material 
and/or supply needs. The Town of Bude is an Equal Opportunity Employer, 
and hereby notifies all bidders will be afforded the full opportunity to 
submit bids in response to this invitation and will not be discriminated 
against on the grounds of race, color, religion, sex, national origin, 
age, disability, sexual preference, marital or veteran status, or any 
other legally protected status in consideration for an award. 
The successful bidder must comply with the Davis-Bacon Act which 
requires that all laborers and mechanics shall be paid at rates not less 
than those determined by the Department of Labor to be prevailing for 
the locality in which the project is located. The contracted party must 
comply with the requirements of Build America, Buy America (BABA) Act, 
41 USC 8301 note, and all applicable rules and notices, as may be 
amended, if applicable to the infrastructure project. Pursuant to 
HUD's Notice, "Public Interest Phased Implementation Waiver for FY 
2022 and 2023 of Build America, Buy America Provisions as Applied to 
Recipients of HUD Federal Financial Assistance (88 FR 17001), any funds 
obligated by HUD on or after the applicable listed effective dates, are 
submit to BABA requirements, unless excepted by a waiver.
Bid preparation will be in accordance with the Instructions to Bidders 
bound in the Documents. The Town of Bude reserves the right to waive 
irregularities and to reject any and/or all bids.

You will take notice that in accord with Section 27-105-305 and 
27-105-353 of the Mississippi Code of 1972, on the 11th day of March, 
2025, the Board of Alderman of The Town of Meadville, Mississippi, at 
the hour of 5:30 p.m. at Town Hall of said Municipality, will receive 
and consider sealed bids or proposals for handling, keeping and 
disbursing the public funds of The Town of Meadville, Mississippi, for 
the period beginning April 1, 2025 and ending March 31, 2029. The bids 
or proposals to be submitted shall state the securities, the kind and 
character thereof, to be offered as collateral for keeping on deposit 
such funds and to be pledged for said purpose, which securities must be 
of kind, amount and class provided by the statutes of the State of 
Mississippi to be deposited and pledged for said purposes.
The bids invited and the security of the bidder to be pledged shall 
apply to and cover all funds of the Town Clerk of said Municipality, on 
hand at any time within such period herein mentioned above.
The contract for keeping and disbursing said funds for said period of 
time will be awarded by the Board of Alderman on said date or a 
subsequent date to the best responsible bidder as provided by statute 
granting the authority to keep in deposit and disburse the said public 
funds of said county for the period beginning and ending as above herein 
stated. Bids must be in strict compliance with the statutes of the State 
of Mississippi providing for the award of contracts for county 
depositories.
The Board reserves the right to reject any and all bids.
If the Town of Meadville is closed for any reason, including but not 
limited to: acts of God, strikes, lockouts, riots, acts of war, 
epidemics, governmental regulations superimposed after the fact, fire, 
earthquakes, floods or other natural disasters (the "Force Majeure 
Events"), which closure prevents the opening of bids at the advertised 
date and time, all bids received shall be publicly opened and read aloud 
on the next business day that the Town of Meadville shall be open and at 
the previously advertised time. The new date and time of the bid 
opening, as determined in accordance with this paragraph, shall not be 
advertised, and all Vendors/Contractors, upon submission of a bid 
proposal, shall be deemed to have knowledge of and shall have agreed to 
the provisions of this paragraph. Bids shall be received by the agency 
until the new date and time of the bid opening as set forth herein. The 
Town of Meadville shall not be held responsible for the receipt of any 
bids for which the delivery was attempted and failed due to the closure 
of the agency as a result of a Force Majeure Event. Each 
Vendor/Contractor shall be required to ensure the delivery and receipt 
of its bid by the agency prior to the new date and time of the bid 
opening.
