Early Notice and Public Review of a Proposed
Activity in a Floodplain and Wetlands
To: All interested Agencies, Groups and Individuals
This is to give notice that the Responsible Entity under 24 CFR Part 58
has determined that the following proposed action under HUD Community
Project Funding Grant (B-23-CP-MS-0916) is partially located in a
floodplain and wetland environment, and the Scenic River Development
Alliance (SRDA) will be identifying and evaluating practicable
alternatives to locating the action within the floodplain and wetlands
and the potential impacts on the floodplain and wetlands from the
proposed action, as required by Executive Orders 11988 and 11990, in
accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures
for Making Determinations on Floodplain Management and Protection of
Wetlands.
has determined that the following proposed action under HUD Community
Project Funding Grant (B-23-CP-MS-0916) is partially located in a
floodplain and wetland environment, and the Scenic River Development
Alliance (SRDA) will be identifying and evaluating practicable
alternatives to locating the action within the floodplain and wetlands
and the potential impacts on the floodplain and wetlands from the
proposed action, as required by Executive Orders 11988 and 11990, in
accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures
for Making Determinations on Floodplain Management and Protection of
Wetlands.
The proposed project location is on the northern bank of Okhissa Lake,
at the southeast corner of the intersection of US Highway 98 and
Berrytown Road in Meadville, Franklin County, Mississippi. The Scenic
River Development Alliance proposes to build a resort destination with
access roads on the north shore of Okhissa Lake. This would include a
primary hotel with 180 guestrooms, lodge cabins, food and beverage
outlets, a meeting and event space, fitness facilities, and outdoor
recreation amenities. The development aims to increase the use-value of
Okhissa Lake and provide high quality lodging and activities in the
area. The total project area encompasses 143.9-acres of mostly forested,
undeveloped land. The extent of the FFRMS floodplain was determined
using a 0.2 percent flood approach. Two areas of the subject property
contain Zone A Floodplains; the northeast corner contains approximately
3.35-acres and the section of Okhissa Lake along the southern property
line contains 4.7-acres. Approximately 44.72-acres of palustrine
forested, seasonally flooded wetlands were identified in the project
area that may potentially be impacted.

There are three primary purposes for this notice. First, people who may
be affected by activities in floodplain and wetlands and those who have
an interest in the protection of the natural environment should be given
an opportunity to express their concerns and provide information about
these areas. Commenters are encouraged to offer alternative sites
outside of the floodplain and wetlands, alternative methods to serve the
same project purpose, and methods to minimize and mitigate project
impacts on the floodplain and wetlands. Second, an adequate public
notice program can be an important public educational tool. The
dissemination of information and request for public comments about
floodplains and wetlands can facilitate and enhance Federal efforts to
reduce the risks and impacts associated with the occupancy and
modification of these special areas. Third, as a matter of fairness,
when the Federal government determines it will participate in actions
taking place in floodplains or wetlands, it must inform those who may be
put at greater or continued risk.
