PROGRAM
REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
The Town of Bude requests proposals from qualified firms or individual
to provide engineering services on an as needed basis for a project
funded by the MCWI Grant Program.
You are invited to submit five (7) copies of a proposal, in accordance
with this request, by mail at P.O. Box 448 or hand-delivered to 125 W.
Railroad Avenue, Bude, MS 39653 (601-384-2600) no later than 5:00p.m.,
on the 15th day of September 2023.
Selection of an Engineer will be based on the criteria established in
this Legal advertisement. Engineer(s) shall not submit any cost or price
information with their proposals. Engineer(s) should submit complete
proposals sufficient for final selection of the most qualified engineer.
The selected Engineer will provide all engineering services through
project closeout in accordance with federal, state and locals,
regulations, policies. The scope of work may include, but is not limited
to, the following: 1) Planning services and/or guidance in selecting a
project base on system needs; 2) preparation of plans and specification;
3) distribution of bid documents and any addenda to such documents; 4)
assistance in bid opening and preparation of bids tabulation; 5)
assistance in the execution of construction contracts; 6) holding pre-
construction conference; 7) providing construction management services,
including review/approval of payment applications, preparation of change
orders, attendance at regular meetings with construction contractor, and
performance of construction observation including periodic reports to
the Town of Gloster, and 8) assistance with project closeout. The final
scope of work will be negotiated at the time of contract execution.

* Project Knowledge- Familiarity with the Town of Bude infrastructure

The Town of Bude will designate a selection committee to evaluate each
proposal. The selection committee may hold proposals for a period not to
exceed thirty (30) days for the purpose of reviewing the content of the
proposals and investigating the qualifications of the firms and assigned
individuals. The Town of Bude reserves the right to reject and and/or
all proposals. The Town of Bude will award a contract with the qualified
individual or firm whose proposal has the highest number of cumulative
points issued by the selection committee and determined to be the most
advantageous to the Town of Bude, all factors considered. The contract
will include scope and extent of work and other essential requirements.
The contract will be on a fixed price basis. The Town of Bude has the
authority to terminate the selection at any time.

INTENTION TO DIVERT OR WITHDRAW FOR BENEFICIAL USE THE PUBLIC WATERS OF
THE STATE OF MISSISSIPPI
Notice is hereby given that on the 17th day of July 2023, Denbury
Resources, Inc., of Plano, Texas, filed application MS-SW-10625 for a
permit to temporarily divert or withdraw the public waters of the State
of Mississippi from Cameron Creek in the County of Franklin. The
intended beneficial use of the water is limited to hydrostatic testing
purposes, subject to existing rights and flow conditions on the
referenced surface water body. Permitted water withdrawal is dependent
on flows in Cameron Creek being above an established minimum as
determined by the Mississippi Department of Environmental Quality.
Permit Application No. MS-SW-10625 includes the following special terms
and conditions:
Total Maximum Volume: 14 million gallons
Daily Maximum Volume: 2.9 million gallons* Maximum Pump Rate: 700
gallons per minute* Location: Section 17, Township 7 North, Range 3 East
Permit Duration: Upon issuance - December 31, 2023
*Pumping may be reduced accordingly to ensure minimum flow conditions
are maintained.
Any person, firm, association, or corporation, deeming that the granting
of the above application will be truly detrimental to their rights to
utilize the waters of said source, may protest in writing to Chris
Hawkins at Mississippi Department of Environmental Quality, P.O. Box
2309, Jackson, MS 39225, and set forth all reasons why said application
should not be approved. Letters of protest must be received within ten
(10) days of this publication.
If protested, the application will be taken for consideration by the
Permit Board of the State of Mississippi in its offices at 515 Amite
Street, Jackson, MS on, or after, Tuesday, the 12th day of September
2023, at which time all interested persons may appear and be heard by

THE STATE OF MISSISSIPPI
Notice is hereby given that on the 17th day of July 2023, Denbury
Resources, Inc., of Plano, Texas, filed application MS-SW-10626 for a
permit to temporarily divert or withdraw the public waters of the State
of Mississippi from the Homochitto River in the County of Franklin. The
intended beneficial use of the water is limited to hydrostatic testing
purposes, subject to existing rights and flow conditions on the
referenced surface water body. Permitted water withdrawal is dependent
on flows in the Homochitto River being above an established minimum as
determined by the Mississippi Department of Environmental Quality.
Permit Application No. MS-SW-10626 includes the following special terms
and conditions:
Total Maximum Volume: 21 million gallons
Daily Maximum Volume: 2.9 million gallons*
Maximum Pump Rate: 2000 gallons per minute*
Location: Section 18, Township 7 North, Range 5 East
Permit Duration: Upon issuance - December 31, 2023
*Pumping may be reduced accordingly to ensure minimum flow conditions
are maintained.
Any person, firm, association, or corporation, deeming that the granting
of the above application will be truly detrimental to their rights to
utilize the waters of said source, may protest in writing to Chris
Hawkins at Mississippi Department of Environmental Quality, P.O. Box
2309, Jackson, MS 39225, and set forth all reasons why said application
should not be approved. Letters of protest must be received within ten
(10) days of this publication.
If protested, the application will be taken for consideration by the
Permit Board of the State of Mississippi in its offices at 515 Amite
Street, Jackson, MS on, or after, Tuesday, the 12th day of September
2023, at which time all interested persons may appear and be heard by
the Permit Board.

NOTICE is hereby given that the Franklin County Board of Supervisors,
Meadville, Mississippi, will receive written sealed bids until the hour
of 10:00 am local time on Friday, September 29, 2023, at the office of
the Franklin County Board of Supervisors located 36 Main St. East,
Meadville, MS 39653 (601-384-2330) for the furnishing of all labor and
materials, and for performing all activities specified in the Contract
Documents, for the construction of the County Wide Reseal.
The project includes the Reseal of approximately 9 miles of existing
County Roadway. The Contract Time will be thirty (30) consecutive
calendar days, and the liquidated damages will be $200 per consecutive
calendar day thereafter.
Plans, contract documents and proposal forms are on file for public
inspection in the office of the Franklin County Board of Supervisors, 36
Main St. East, Meadville, MS 39653, and in the office of the Engineer,
WGK, Inc., 204 W. Leake St., Clinton, MS 39056 (601-925-4444). All
documents required for bidding purposes, including specifications and

Bids for this work will be accepted only under the name of the Bidder to
whom the Contract Documents and Addenda, if any, have been issued by the
Engineer. Bids received by bidders to whom the Contract Documents were
not issued by the Engineer will be returned unopened.
State law requires a non-resident bidder to attach/include a copy of his
resident state's current law pertaining to such state's treatment of
non-resident contractors with their bid. Any bid submitted by a
non-resident contractor which does not include the non-resident
contractor's current state law shall be rejected and not considered
for award.
All bids will be publicly opened and read aloud at the hour of 10:00 am
local time on Friday, September 29, 2023, at the office of the Franklin
County Board of Supervisors located 36 Main St. East, Meadville, MS
39653. Bids will be considered by the Franklin County Board of
Supervisors at or before the next regular meeting thereof to be held
within thirty (30) days of the date of receipt of bids.
The Franklin County Board of Supervisors reserves the right to waive any
and all informalities in the bidding and to reject any and all bids.
